What no tool has (the engine-only rows)

Even with pxpipe added, the runtime-owner gaps remain in the engine spec, because only the runtime owner can build them: whole-boundary Claude-tokenizer-correct accounting (pxpipe is the best per-request counterfactual, but not a whole-runtime ledger); whole-boundary attention ledger (every tool sees only its own slice); media policy (PDF/screenshot→text enforcement); fleet spawn choreography and cap metering (stagger/pre-warm, excludeDynamicSections, tasks-per-cap); zero-delivery-tax deployment (no installers, no hooks into foreign config, no drift healing — capsule config is generated); thinking-bucket routing (effort/model policy; headroom's shaper is the only partial exception). And the composed verdict stands: none of the eleven — nor all of them stacked — touches the 20%-of-dollars thinking bucket or beats the ≈2.5×/≈5–6.2× ceiling; the engine's claim is banking the realizable share by default, measured honestly, not exceeding physics.
